
The Court Appointed Special Advocates (CASA) of Imperial County is proud to announce that Jonathan Smith has been awarded The Honorable Judge Juan Ulloa Scholarship, an award recognizing exceptional youth who demonstrate leadership, community service, and perseverance in the face of adversity.
Jonathan, a member of the Quechan Tribe, has become a familiar voice in his community as a broadcaster for KUAV Radio, the FM station licensed to the Ah Mut Pipa Foundation on the Fort Yuma Indian Reservation. Known affectionately as “The Weather Man,” Jonathan keeps his community informed by reporting critical weather updates—alerting listeners on the radio and through social media about rain, floods, and heat waves that can impact safety and daily life across the region.
Jonathan plans to continue his education at Arizona Northwestern, where he will study broadcasting to further develop his skills and serve as a voice for his community. His commitment to communication, safety, and service reflects the same values that guided Judge Juan Ulloa’s lifelong dedication to justice and child advocacy.
The Honorable Judge Juan Ulloa Scholarship honors the legacy of a visionary leader whose compassion and foresight helped shape the foundation of CASA of Imperial County. In 1994, as a newly elected Superior Court Judge, Judge Ulloa recognized the urgent need for independent, court-appointed advocates to support abused and neglected children navigating the complexities of the child welfare system. Through his leadership, the CASA program was established locally—ensuring that every foster child had a consistent voice in court advocating for their safety, stability, and permanency.
Judge Ulloa’s influence extended far beyond the courtroom. He played a key role in juvenile case management, program development, and collaborative partnerships with tribal and county agencies. His enduring belief that “every child deserves to be heard and to thrive” continues to guide CASA’s mission today.
The scholarship named in his honor supports local foster youth as they pursue their educational goals and build a brighter future—upholding Judge Ulloa’s lifelong commitment to opportunity, fairness, and hope.
