
CASA of Imperial County proudly announces the expedited adoption of Manuel Angel Singh, who achieved permanency within 13 months of birth. This outcome reflects CASA’s commitment to ensuring children in foster care are placed in safe, nurturing homes as quickly as possible.
CASA worked closely with the Department of Social Services to secure Manuel’s placement with his maternal aunt, Roxana Noris, just one month after birth. Manuel formed a strong bond with his aunt, who demonstrated unwavering dedication to his well-being, including advocating for developmental and medical services.
Over the past few years, the Department of Social Services, led by Director Paula Llanas, has demonstrated a steadfast commitment to expediting adoptions. This dedication has been instrumental in helping children like Manuel find permanency more efficiently.
To support Manuel’s progress, CASA advocated for home-based services through the San Diego Regional Center, including guiding hands therapy to help him reach key milestones. The commitment of Roxana Noris and CASA ensured that Manuel’s needs were promptly met.

Finalized in just 13 months, this adoption was approximately 50% faster than national averages.
